Disney has banned Segways from their theme parks. Disabled users are angry. The Segway is a huge boost to those who are moderately disabled. From arthritis to multiple sclerosis(MS) these mobility devices are a huge benefit. Hundreds of thousands of people can walk short distances but cannot handle the amount of walking needed for a theme park visit. An innovative device like the Segway that provides a user/rider position that is no different than a non-disabled rider is a powerful attraction. Disabled people want to be treated and have access (which is the law) like everybody else.
I think Disney sees three problems here. One is a legal problem arising from potential safety issues. The second is a problem of identification. Disney has been rightfully applauded for it's accommodation and services for disabled guests. If they allow disabled and non disabled people to ride Segways on their properties they will not be able to distinguish between those who need accessible accommodation and those who are looking to game the system and take advantage of accommodations for the disabled. It's easier for their employees if disabled people are the one's in wheelchairs. Third, of course is the fact that they rent scooters in their parks. If they allow Segways they would want to rent them and that would feed into problems one and two.

Any approval of the Segway for use on the sidewalks of would alter the basic balance between human and machine in the city. The Segway presents clear potential risk to children, seniors, persons with disability and other legitimate sidewalk users with the sole benefit economically to some Segway.com corporation. Pedestrians are already a vulnerable and beleaguered group; it would be wrong and unsafe to make the legitimate sidewalk demographics share scarce sidewalk space with any motorized vehicle whether it is called an "Electronic Personal Assistive Mobility Devices", Human Transporter” or a Segway. Also, if the Segway is approved the floodgates will open for pocket crotch rockets, electric tricycles, electric go-cars etc. all under the catch phrase "Electronic Personal Assistive Mobility Devices".
Any redefinition by any municipal government of the word “pedestrian” for the benefit of a single company is outrageously inappropriate and would provide preferential sidewalk access to the wealthy for the sole economic benefit of some Segway.com corporation.
